Oh dear. They didn't shun members of biker gangs? And they're keeping an eye out for things that the police are "responsible"? The nerve. The audacity. The unmitigated gall. What do they think they are? Human?
They use the word "responsible", but if the police were responsible for catching criminals they'd be liable when they fail to do so. That's what responsibility means, and if you're going to insist that no one else do the job, then you are responsible for its shortcomings. Without that, its just control.
